Pull requests are submitted by users, not by the organization, to solicit enhancement requests. The organization reviews pull requests based on their technical criteria and then submits the code as a pull request with appropriate documentation to the Salesforce repository. The Salesforce organization ensures that each pull request is reviewed and, if needed, revised before it is released. By participating in the Salesforce Community and contributing code to the Salesforce repository, developers gain experience improving their skills and knowledge without having to outsource the work to a developer, which saves time and expense.
